Dr. Esteban González Burchard is a physician-scientist and Distinguished Endowed Professor Emeritus of Medicine and Pharmacy at the University of California, San Francisco.

He is board-certified in Internal Medicine and Pulmonary Medicine and completed fellowship training in Pulmonary and Critical Care Medicine. His additional training includes public health, epidemiology, clinical epidemiology, genetics, genetic epidemiology, pharmacogenetics, and clinical pharmacology. He holds a Master of Public Health in Epidemiology from the University of California, Berkeley, and completed the intensive Clinical Effectiveness program at the Harvard School of Public Health.

Dr. Burchard currently serves as a Physician Specialist with the San Francisco Human Services Agency, where his work includes evaluation of medically complex adults, review and synthesis of longitudinal medical records and diagnostic evidence, assessment of medically supported functional limitations, and preparation of detailed evidence-based medical evaluations. This work requires integration of complex clinical information while maintaining medical objectivity and distinguishing findings supported by objective evidence from areas of uncertainty.
This current clinical work complements Dr. Burchard’s longstanding experience in medical and scientific evidence synthesis and reinforces the analytical approach he brings to complex medical questions.

Dr. Burchard’s career has integrated clinical medicine, biomedical research, epidemiology, population science, education, and multidisciplinary scientific leadership. For more than two decades, he taught at the UCSF Schools of Medicine and Pharmacy while providing clinical care at San Francisco General Hospital, including care for patients with pulmonary disease and critically ill patients.

Dr. Burchard began his biomedical research career as an undergraduate and continued his scientific investigations throughout medical school, residency, pulmonary fellowship, and more than two decades as an academic physician-scientist. During medical school, he conducted research in Stanford University’s heart-lung transplantation program, focusing on cytokine gene expression in human transplant recipients. His subsequent research integrated immunology, genetics and genomics, gene expression, pharmacogenetics, epidemiology, and environmental influences on respiratory disease. His work has examined how biological mechanisms, genetic variation, environmental exposures, and population-level factors contribute to differences in disease susceptibility and clinical outcomes.

Throughout his career, Dr. Burchard has worked at the intersection of individual patient care and population-level science. Beacon Hill Medical Consulting, LLC applies this experience in clinical medicine, evidence evaluation, scientific analysis, and medical communication to the independent assessment of complex medical questions arising in legal matters.

Professional Philosophy

Dr. Burchard approaches medical-legal consultation as a physician-scientist.
The purpose of the evaluation is not to argue for a predetermined position. It is to determine which conclusions the available clinical and scientific evidence reasonably supports.

Patient history, objective clinical findings, diagnostic testing, longitudinal medical records, and relevant scientific literature are evaluated for quality, consistency, applicability, and limitations.

When the evidence supports a conclusion, the conclusion should be stated clearly. When meaningful uncertainty remains, that uncertainty should also be stated clearly.

Scientific rigor requires both intellectual independence and appropriate humility about the limits of current knowledge.
